The answer id definitively YES.
You can create a hull, a keel, a rudder, and if you can draw more than naval designs (the flyingboat i use as my avatar was drawn with a very old version of FreeShip).

Have a glance at the ribbon of command tools, there's one that creates KEELS AND RUDDERS. Enter the data and EXPORT it: the keel or rudder will appear on its own layer. Then MOVE it to the convenient location.
